fine steel long sword haste proc wrong on mid(20%) and hib(20%) / alb its 25%

hi,just recognized when i switched to hib from alb that fine steel sword on hib has only 20% haste proc. My alb version weapon on my infi has 25%.

2 posibilitys nerf alb one or even it out on mid and hib. I mean its kinda unfair otherway.
