Luminous Demonwolf Tainted Protector(Shield) has incorrect proc on it

The shield has a dex/qui debuff proc(not reactive), which would go off when it is used to strike an enemy. The shield is small, classes which use this item can not use shield styles. It could be used by a warrior or thane, but they are unlikely to use a small shield. Allakhazam lists this item has having a 10 charge d/q debuff.
