Necro Power transfer

I cannot transfer Power to Group member (my Nekro is lvl 21, Group member was 35-40), i test it also with a Guild member but i cannot Transfer power to him… i received only the message "the Player is already full with power"


Is there any lvl cap or something like this? or is it only a bug
