Quickcast timer not resetting

It's allowing to cast multiple quick casts without the timer resetting, least on my bonedancer.

Logged out and back in, but it still appears to be an issue

Had this problem - i think its a custom change? at least since i dinged 35 i get the 30 seconds cooldown.
