Realm Ability: Juggernaught seems to be very underpowered

My 34th level Cabalist is in Cale these days. He's tried running Juggernaut 1,2 and 3 on PvE Mobs and RvR opponents.

Currently, with Juggernaut 3 the pets hit enemy characters about 50% harder and takes about 50% less damage. This seems hard to believe. At 34, I summon a level 29 pet. Blue to 34th level players. With Juggernaut 3 the pet is supposed to effectively be a level 44 pet. This would be a purple con opponent. I know when I fight a blue mob and a mob a few levels into purple that they hit alot harder than 50% more than the blue mobs. Does it really seem correct that 15 RA points makes my pet do about 20-30 more damage per hit for 60 seconds?

Finding numbers on how things worked a couple decades ago has proven fruitless but there is a grab bag comment I found from 2008.
