Thane self-buff Dissipating Blows should have a 23 minute duration, not 20

With other self buffs all being extended from 20 to 23 as part of the rule set, I notice that the Thane self buff Dissipating Blows has only a 20 minute duration. As this is a self-only buff providing a proc, I believe it should have a 23 minute duration.
