Vasrem's Runed Eye DD doesnt work

Recently tried to use Vasrem's Runed Eye but unable to drag any spell to my combat bars to make use of the instant DD on this item.

DD Charge on the Jewel is not implemented. Its just displayed it shoudl have one.
