XP Loot drop rate - young drown drakes in Pennine Mnts.

Young brown drakes almost due west of Sursbrooke ck (tiny bit S) just dropped 20 Drake Claw in 20 mobs. 100% drop rate seems broken, relative to the drop rate I experience with all other xp loot.
