Savage's chance to triple hit is around 15% and 5% for quad hits. So essentially 80% of the time a Savage does less damage (even with double hits) than a Berserker while loosing health from DPS and Haste buffs and not having the LA defense penetration bonus against shields. I suggest looking into offering a passive attribute that could temporarily raise the chance of double/triple/quad hits, for example when the Savage's health drops below a certain threshold from enemy damage (so not to be exploited by self damage to boost the rate). Also perhaps some passive RA could be implemented to decrease the chance for single hits.
Another option is to maybe boost their base damage slightly. Based on my current experience in RVR I get a typical single hit of 150-200 MH (OH is about 2/3 of MH dmg) on light/heavy tanks and about 250 on casters seem pitiful especially when those some casters nuke you back for 400-500 and archers hit you for 500-600 a pop.
